Implementation of Work Stream 2 and ICANN Specific Reviews Recommendations

As the Internet Corporation for Assigned Names and Numbers (ICANN) organization (org) nears the end of Fiscal Year 2024 (FY24), I would like to share an update on the status of nonpolicy recommendations from Work Stream 2 of the Enhancing ICANN Accountability (Work Stream 2) and ICANN Specific Reviews.

Work Stream 2 is a multiyear implementation project, and comprises nearly 100 accountability and transparency-related recommendations that serve to ensure ICANN remains accountable to the multistakeholder community.

Out of the 65 recommendations in the ICANN org portfolio, 51 are now complete. ICANN org continues to address the remaining recommendations pertaining to Jurisdiction, Supporting Organization and Advisory Committee Accountability, and Transparency matters. The implementation of recommendations related to the Ombuds Office is contingent upon the appointment of the Ombuds, for which a temporary Board Ombuds Search Committee has been established.

Community implementation on the 37 recommendations is progressing well through the individual community groups and the Work Stream 2 Community Coordination Group's implementation efforts. Currently, 12 recommendations are marked complete. ICANN's four Specific Reviews are anchored in ICANN's Bylaws and serve to assess how certain aspects of the ICANN ecosystem are performing, including how the ICANN org, Board, and community fulfill various commitments. Multiple iterations of the Accountability and Transparency (ATRT) Review, the Competition, Consumer Trust, and Consumer Choice (CCT) Review, the Registration Directory Service (RDS) Review, and the Security, Stability, and Resiliency (SSR) of the Domain Name System Review have taken place since their inception in the 2009 Affirmation of Commitments, and inclusion in ICANN Bylaws, in 2016, as a result of a Work Stream 1 Enhancing ICANN Accountability recommendation.

Board-approved Specific Reviews recommendations currently comprise a set of 71 recommendations for implementation. In terms of progress, nine additional recommendations were marked complete in the first quarter of 2024, as documented in the ICANN Specific Reviews Q1 2024 Quarterly Report, leading to 39 complete recommendations. Recent implementation highlights include the release of a process to retire nonpolicy recommendations, the ATRT3 Recommendation 2 Implementation Report, and the launch of the Continuous Improvement Program Community Coordination Group.

Moreover, in FY24, ICANN org moved 15 recommendations pending Board consideration to action, resulting in a set of five recommendations left in the pending category.

ICANN org remains committed to operationalizing the improvements embedded in these recommendations in a meaningful fashion. We look forward to completing these implementation projects and invite you to consult our reporting below to stay updated.
